WASHINGTON -- A secret Central Intelligence Agency initiative terminated by Director Leon Panetta was an attempt to carry out a 2001 presidential authorization to capture or kill al Qaeda operatives, according to former intelligence officials familiar with the matter.

The precise nature of the highly classified effort isn't clear, and the CIA won't comment on its substance.

That's what you get for appointing a man to head the CIA who has no intelligence experience, short of "sitting in meetings". How quickly folks forget 9/11. What is wrong with taking out leaders of terrorist organizations that are plotting, training, funding and arming others to kill Americans? In the 70's we agreed to not take out heads of state in other countries, NOT terrorist leaders. More naivete over who the enemies are, and how they use our own values and morals against us. This is stupid.
